What is the purpose of Workflows?

Description

Is Workflows intended to be the Instrument Flow? Is it a generic workflow realization that could be used directly or used as an extension for specific applications (for the purpose of providing conditional control constructs outside of the instrument flow)?

Depending on the answer the classes in Workflow may have been overloaded with specific content especially after the streamlining of the Process Pattern

This is probably not required for the prototype unless all the required work is done and it can be coordinated with the MT for workflows changes. But lets keep it on the back burner so its not forgotten and we can record comments on this issue.
