new UnitType could use Describable

Description

UnitType has a name, label, and description, along with a concept.

This could be based on Describable, since it is new in 3.3

Unit Type is used in Statistical Classification which is where we’ve introduced the use of Describable.

RESOLUTION: Make extension base Describable

At the same time there are a number of new versionable classes that don't
use it. Is there a good reason to use it as this is already entered?
