Suggested list of common identifier types for typeOfUserID in UserID, switch to use CodeValue

Description

Many users have multiple identification systems that are being used simultaneously for the same DDI items.
Some identification systems are seen very often, but different users have given different typeOfUserID names to them. Would it be useful to have a suggested list of common typeOfUserID names and suggested id formats for use with them? If so, this could be incorporated into the best practices.

Several examples that are common, and suggested names:

uri
use with the full uri of an object, useful in RDF conversions.
example: https://example.org/myddiitem/

doi
the DOI identifier of the item
example: 10.5281/zenodo.4060169

Datacite has a list of identifier types: https://schema.datacite.org/meta/kernel-4.4/include/datacite-relatedIdentifierType-v4.xsd
We could additionally improve comparability for DDI users by specifying what the precise Content of the UserID should be. For example, using the DOI identifier vs a DOI url from the resolver (10.5281/zenodo.4060169 vs https://doi.org/10.5281/zenodo.4060169) in the Content.

Excellent idea. We may also wish to pass such a list on to the CV group to publish a DDI CV on this which could be updated as new options arise.

Statistics Canada would also like to specify the type of user id as a CodeValue, to associate it with a CV.
